You can put the world on a realm on the device that has the world your Xbox then download the world from the realm on a different device your switch.
Assuming you're using the same account on all devices. The previous answers do provide one possible solution, however, if you are on a mobile device or a computer, you can also access the world files directly, copy them to a media transfer device, and transfer them that way.
I'm not sure if either of these methods work for xbox, switch, or playstation, as I've not attempted to transfer any worlds that way. This is especially useful if you play a world with a friend, and your friend wants to have a copy of the world for themself, or if you wish to backup a world in case it gets deleted or otherwise lost.

You could also bring all your bought products referred to as DLC for them up to the new version with full access to them. If you got the texture packs this way, I would recommend you call either Mojang or Microsoft and see what they can do for you on their end. While it may seem weird to call Microsoft about a Switch game, Minecraft is one of their properties and they do offer full support for the Switch version. If this is not how you got the packs then just skip this whole shpeel and go to the next one.
The other way to get texture packs is the Minecraft Store. To get in here you need an Xbox Live account. Again I know it's weird however it is Microsoft's properties and this is how it works. Basically all your Minecraft Store purchases are linked to an Xbox Live account. You need this account to access the store anyways.
So just login to your Xbox Live account that was used to buy the packs and redownload them from the store. There should be an option to sign in to your Xbox Live account on the left hand side of the screen at the main menu. If the above didn't work then call Microsoft as they run the Minecraft Store and not Mojang or Nintendo and see what it is they can do for you.
