The other way to get texture packs is the Minecraft Store. To get in here you need an Xbox Live account. Again I know it's weird however it is Microsoft's properties and this is how it works. Basically all your Minecraft Store purchases are linked to an Xbox Live account. You need this account to access the store anyways.

So just login to your Xbox Live account that was used to buy the packs and redownload them from the store. There should be an option to sign in to your Xbox Live account on the left hand side of the screen at the main menu.
